place? Should people have psychological evaluations at a young age to identify people who a potential to be violent and intervene while they are still young? Should we come up with another option? Why or Why not?
Have parents that don’t abuse, mistreat, molest their kids, or expose them to family members that do.

IT CANNOT BE DONE scientifically. Nobody can predict what other peoples are thinking about in their everyday lives. We simply cannot prevent people from becoming abusers, rapists/child molesters in the first place. If we can then it is such a beautiful world isn’t it? And we can call this place called earth a PARADISE. But it is only in the books or comics strips.
GOD HAS GIVEN US free choices in life, either to do good or do evil. We sometimes do evil things in small amount but not knowing really that is it bad for others to do it. Like abusing someone else like a servant or a subordinate in the office. There are still scientific research on altering the DNA of a fetus before it is ready to be born. But these are for illnesses such as alzheimer’s or those who are autistism by nature. It is like you possess the power of God by switching different sequence of the DNA and putting the correct or not defective one from the defective one that is already in the body of the fetus.
THAT IS WHY WE HAVE THE ALTERNATIVE for people who are abusers/child molesters/rapists which is CRIME and PUNISHMENT. That is why we built jails and others have death sentences for such crimes in our society.

It would be impossible to psychoanalyse everyone, and it would never get past the ethics comity. Even if it did come into practise, it is not easy to decide if a person is any of those things. Also, think of what would happen if they wrongly labelled a person "Potential rapist", it could ruin their life. And people may also live up to the expectation they are given, even if they would not have otherwise.
What would be the only viable option would be to give psychological help to these people. Many say "how could a person do that?" and the reason in many cases is down to affectionless psychopathy. This is where the person finds it literally impossible to see things from another persons point of view or feel remorse. They are not mentally healthy. Affectionless psychopathy, it seems, is due to lack of attachment to others early in life. We could help this by changing childcare laws and upping budgets in this area. But of course, there will still be children from abused backgrounds, we cannot help everyone. As for treating affectionless psychopathy itself, it is difficult and there is little we know about it.
And of course, there are people who are not affectionless psychopaths and they kill and rape. Many people have committed so called "crimes of passion" which is caused by extreme emotional influence. Wether is be temporary, or more long term (eg hating the person that raped a friend) many people kill in these "special situations" Special because they would not kill a person for "fun" in the way a serial killer would. In fact, many people empathise with "killers" in the right situation.
